Program Management
Overview
Program management refers to the continuous use of data at patient level to systematically provide high quality services to patients.
Program Management includes:
- Ability to identify and close gaps in service access, coverage, and quality across the HIV services cascade, from primary prevention to knowing one’s HIV status to viral suppression.
- Optimise and align national reporting used to assess countries’ progress toward the 2030 95–95–95 HIV Fast Track goals –
- 95% of HIV-positive people knowing their status;
- 95% of people who know their HIV-positive status on treatment;
- 95% of those on treatment virally suppressed
Patient level data is captured and harnessed strategically to improve patient care.

These use cases determine the minimum datasets needed to enhance patient and facility-level program monitoring. The facility analyzes and aggregates this data.
Dashboards and other reporting tools are used to visualize data to improve HIV outcomes.
Why Program Management?
- It serves both the patient and epidemic control goals.
- Meaning that all people living with HIV (PLHIV) should be identified, linked to treatment, and receive continuous care to achieve viral suppression.
- Interruption/complete disengagement from treatment increases HIV transmission risk and hinders achievement of UNAIDS 95 95 95 goals.
Data Types and Sources
Data for program monitoring helps correct underperforming areas quickly.
Multiple patient service points provide this data.
The main sources are:
- HIV Testing Services (HTS) Data
- Care and Treatment Data
- Viral Load Data
- Vital Statistics/Mortality
Master Patient Index (MPI) or Client Registry (CR)
These are electronic databases holding demographic information on all patients in a given jurisdiction.
The MPI analyzes demographic data and assigns each patient a unique identification to match and link disparate patient records. To have a single case report across all the different services and systems.
