Health Information System Budgeting and Costing Toolkit
Purpose of Toolkit
The TAP HIS Budgeting and Costing Toolkit is a framework that supports the progressive development of an evidence base on the costs and value of HIS under PEPFAR.
The Toolkit offers a common approach to
- classifying HIS interventions;
- preparing standardized budgets for HIS investments and
- defining costing study goals and capturing costs for common HIS inputs and development and implementation activities across system lifecycles.
The Toolkit is grounded in a standard taxonomy for the activities and inputs that make up HIS interventions. Using a common framework for HIS costing allows for improved comparability of information across countries, so that learning can be shared across countries.
Budgeting versus Costing
While budgeting and costing may appear to be similar concepts, budgeting is the exercise of developing expected costs for a prospective implementation of a new health information system whereas costing supports measuring financial and economic costs for a given HIS. In this toolkit, we separate budget and costing tools.

General Tools
Start here. This is the main document of the toolkit. It is a guide on how to apply the toolkit to support HIS budgeting and costing for TAP Products. It contains all of the links below to the Toolkit resources and describes how these should be used.

- Categories are helpful for coding costs
- Can be used in both budget planning and cost analyses
Budgeting Tools
- Supports budget planning for range of HIS interventions
- Flexible tool that can create both a high-level or multi-year detailed HIS budget
- Can also support budgeting for COP Table 6
Set of tools to help document HIS project through planning, design, development, implementation and maintenance stages
Costing Tools
Tool to support conversation between health economists and HIS stakeholders to
- Clarify stakeholders and perspectives
- Support countries in defining their objectives and the specific costing research question
- Identify methods to suit the question
This tool is a very high-level data collection tool that would need to be adapted based on the Scoping Survey above.
