The Technical Assistance Platform (TAP)
TAP supports the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) countries and the overall global community in defining and directing shared global goods to implement and maintain informatics savvy organizations to support the management of health conditions that are significantly impacting the wellbeing of people across the world (e.g., HIV, COVID-19, and more).
What is the Technical Assistance Platform (TAP)?
A central mechanism that:
- Enables global health information system (HIS) stakeholders to come together as a global informatics collaborative (GIC) to
- Support unified development of sustainable HIS solutions
- While sharing strategic HIS investments
- With guidance and support from the CDC Health Informatics Team (HIT) and TAP implementing partners
Informatics-Savvy Organization (ISO) Based
Global goods developed by the GIC will help to strengthen the three foundational pillars of the ISO Framework in PEPFAR countries.
A national-level vision, policy, and governance approach outlining the use of data, and information and communication technologies as strategic assets.
A skilled workforce capable of using information and information technology tools.
A suite of well-designed effectively used information systems that support partner government strategy.
The TAP strategy is designed to optimize the effective use of countries' resources.
TAP Partners’ Consortiums
The TAP brings together global health information systems (HIS) leaders to facilitate and guide the development efforts of the GIC and support country implementation of these global goods.

Technical Stream Goals
The GIC development efforts focus on the three primary health information systems (HIS) technical streams or project areas: electronic medical records (EMR), data integration, and policy and governance; with capacity development as an integrated critical component across the streams.
OpenMRS HIV Reference Implementation (OHRI)
Support the delivery of high-quality HIV services, incorporating programmatic, technological, standardization, and data management best practices
Data Integration Strategies & Implementation (DISI)
Integrate data from different sources and levels to generate value for stakeholders
Overall HIS Support (OHISS)
Enable policy, governance, capacity, and standards for HIS, health information exchange (HIE), and human resources to support digital health
